In July this year, stakeholders in Ukraine had organized a workshop to discuss the legal state in the country. Among the organizers was the International Institute for Democracy and Electorate Assistance and the Center for Policy and Legal Reforms. Other intergovernmental firms drawn from all over the world that advocate for democracy also took part in organizing the event. The gathering that took place in Kiev had attracted well-known constitutional experts, such as Sujit Choudhry. Others included Thomas Sidelius of Dalama University, Sumit Bisarya who is an International IDEA, Sergyi Holovatyi who is a member of the Constitutional Commission of Ukraine, and Vladimir Vasilenko who is a representative on Human Rights among others.
The experts gave their inputs on the Ukraine government’s semi-presidential system, particularly the constitutional challenges affecting it. Sujit Choudhry noted on the instability of democratization in the country. He gave weak political parties and the centralization of the presidency power as among the reasons for the situation. He advised against making constitutional decisions based on transitional democracies. Sujit added that the constitutional making process should involve gathering information about a particular issue based on previous case studies. For constitutional reform process in the country, participants should work on policy-based strategies.
